What should workers’ compensation actually cost for a Connecticut business? Review realistic benchmarks by industry type, the three variables that set your premium, and what drives the number up or down at renewal.
Workers Compensation Text on Notebook Besides Bundels of Dollars

Connecticut business owners should have a realistic price range for workers’ compensation insurance before they sit down with a broker to get a quote. This is true whether they’re looking at workers’ comp coverage for the first time or reviewing a renewal notice.

The challenge is that the costs are based on three variables that differ from business to business. A landscaping company with 12 employees and two prior claims will pay a different premium than a dental office with the same headcount but zero claims. Knowing how these variables apply to your business is necessary to determine the accuracy of a quote.

Why Workers’ Comp Costs Vary So Widely Across Connecticut Businesses

Workers’ comp premiums in Connecticut reflect a combination of who you employ, what work they do, and how your claims history compares to others in your industry. State-issued rate filings set the base rates, but two businesses in the same industry with the same payroll can produce premiums that differ by 40% or more once claims history is applied to the formula.

That variance means that workers’ comp costs in Connecticut can’t be simplified to a single statewide figure. Estimates have to start with your actual business profile rather than an industry overview.

The Three Variables That Produce Every Connecticut Workers’ Comp Premium

The three variables that produce every Connecticut workers’ comp premium are total payroll, industry classification codes, and Experience Rating (E-Mod). The size of your workforce and your total payroll set the foundation for your quote, and premiums are calculated as a rate per $100 of annual payroll.

The second variable is the job classification code, assigned by the National Council on Compensation Insurance (NCCI). Each type of work carries a separate base rate that reflects how likely someone in that role is to be injured and the likely severity of a claim. A clerical employee and a framing carpenter working for the same contractor are classified and rated differently.

Connecticut’s state-mandated rate filings mean the same classification code carries a different base rate here than in neighboring states, so out-of-state benchmarks do not apply.

The third variable used to set your premium is the experience modification rate, commonly called the “experience mod.” This multiplier starts at 1.0 for a new business and is adjusted based on your actual claims performance over the prior three policy years. A mod below 1.0 reduces the base premium at renewal. A mod above 1.0 increases it.

The experience mod rate is the only variable a business can directly influence over time, through disciplined claims management and documented safety practices.

What Connecticut Businesses Are Paying Across Common Industries

The figures in the following table apply approximate NCCI classification code rates for an annual payroll of $250,000. These are planning benchmarks for estimating workers’ comp rates by industry in Connecticut, not quoted premiums. Actual workers’ compensation rates vary by carrier, classification code, experience mod, and policy year.

IndustryApprox. Rate per $100 PayrollEst. Annual Premium at $250K Payroll
Clerical and Office$0.10 to $0.40$250 to $1,000
Retail Sales$1.00 to $3.00$2,500 to $7,500
Restaurant and Food Service$2.00 to $5.00$5,000 to $12,500
Light Manufacturing$3.00 to $7.00$7,500 to $17,500
Landscaping$5.00 to $12.00$12,500 to $30,000
Construction and Roofing$10.00 to $25.00$25,000 to $62,500

Rates are approximate and for illustration only. Actual Connecticut rates vary by carrier, classification, and policy year.

The spread within each range reflects classification code specifics, carrier variation, and the effect of the experience mod. A restaurant with a 0.75 mod and a clean three-year record will land near the bottom of its range. One with a 1.25 mod and two recent slip-and-fall claims will land closer to the top.

How Total Payroll Size Affects Your Bottom Line

In general, because the formula multiplies a rate against every $100 of payroll, a business that doubles its payroll at the same classification rate will see its base premium double. Policies may be subject to an end-of-year audit, and accurate payroll reporting is important. If actual payroll exceeds the figure used to calculate the initial premium, an additional charge is owed to the carrier. If it comes in lower, the business receives a credit.

Small businesses near the minimum premium threshold often pay a flat floor rate regardless of their calculated figure. If a Connecticut workers’ comp premium estimate appears unusually low compared with the ranges in the previous table, you’ll want to confirm whether the quote reflects a minimum premium calculation before treating it as a true payroll-based figure.

What Lowers Your Connecticut Workers’ Comp Cost Over Time

A clean claims history is the most direct path to a lower experience mod. Each year without a reportable claim advances the three-year window, and if the prior years were also clean, the mod moves below 1.0. That reduction applies to every dollar of premium at renewal without requiring any change to classification rates or payroll size.

Correctly classified payroll, a documented workplace safety program, and a formal return-to-work policy that limits the duration and cost of open claims can also lower your mod over time. Misclassified employees are a common source of incorrect premiums, and getting the classification right from the start prevents surprises during a later audit.

A quote built on correctly classified payroll and an accurate experience mod reflects what your business will actually owe, not what a state average suggests. The gap between a well-managed versus a poorly documented account in the same industry can run into the tens of thousands of dollars annually.
